World News – US – Bipartisan Congressional Task Force Recommends Extending Nuclear Treaty With Russia

Bipartisan congressional task force recommends extension of US-Russia nuclear weapons treaty that expires in February

The recommendation to extend the new START treaty was one of many recommendations in the final report of the Future of Defense Task Force, a group of eight members of the House Armed Services Committee of both parties tasked with reviewing the long-term strategy to deal with emerging threats

« The expiration date is fast approaching, the US and Russia should extend the very successful Strategic Arms Reduction Treaty (new START) while negotiating a follow-up deal, » the group wrote working in its 87-page report published on Tuesday after a year of work

The recommendation comes as the Trump administration has stepped up pressure on Russia to meet its demands on the terms of extending the treaty

The new START treaty limits the number of deployed nuclear warheads that the United States and Russia can have to 1,550 pieces It also imposes limits on the weapons able to deliver the warheads and establishes a verification regime

The treaty will expire in February, but it can be extended for five years without needing a new approval from the legislature of either country

President Trump Donald John Trump’s Census Bureau intends to wrap up the count on October 5 despite Republican Top House Judge’s order calling for investigation of source of NYT Trump tax documents New Yorkers report receiving ballots with the wrong name, voters turn to MORE arms control envoy Marshall Billingslea said he would recommend extending the pact if Moscow accepts a separate political framework that promises the participation of the China to future arms control talks and an extension of the treaty to include more classes of weapons Billingslea recently said US demands would increase after the November presidential election

Arms control supporters fear the Trump administration will make unreasonable demands to miss time, warning that their real intention is to abolish the treaty

In the task force report, lawmakers noted that the new START remains the last treaty binding the US and Russian nuclear arsenals after the Trump administration withdraws from the separate Intermediate-Range Nuclear Forces Treaty (FNI) in 2019

« Its failure at a time when China and North Korea (and possibly Iran) are increasing their nuclear capabilities and arsenals would send a damaging message to adversaries and partners while further undermining the Global Treaty » on the non-proliferation of nuclear weapons (NPT) ”, adds the report

The recommendation on the new START came in a broader call to strengthen existing alliance and security agreements while forging “new and creative partnerships”, such as strengthening cooperation with non-traditional allies in Asia and Africa

« America needs a plan to deal with the double threat of aggression from Russia and the rise of China, » Moulton said in a statement « This is it For the first time, there is an agreement between the two parties in Congress on the way forward, we can follow it regardless of the outcome of the November elections »

In a separate statement, Banks said the report « details a vision for the future of defense – particularly a smart nationwide strategy in the face of China’s rise – and I will spend the rest of my career on the House Armed Services Committee to make sure it comes to fruition «

Russia poses the most immediate threat to the United States due to its nuclear arsenal and efforts to undermine Western democratic governments, the report says. But, the report adds, China poses the greatest threat for the economic and national security of the United States over the next 20 to 30 years

The report also highlighted as a threat the divisions in the United States which « have become incubators for campaigns of disinformation and subversion by the Russian and Chinese governments, which harness the ability to militarize a free and open society »

He also identified climate change as a ‘threat multiplier’, which Defense officials have also said, but tiptoe in Trump’s approach to climate change

To counter emerging threats, the report recommends several in-depth reviews, including studying all legacy platforms to determine their suitability in 50 years and requiring that every major defense acquisition program be evaluated at the same time. help of artificial intelligence

« Using the Manhattan Project as a model, the United States must undertake and win the race for artificial intelligence by leading the invention and deployment of AI while setting the standards for its public and private use « , says the report

The report also called for a reconfiguration of the national security structure that was built « primarily to focus on the rise of communism. » As part of the redesigned structure, according to the report, the State Department s ‘would partner with the Pentagon « to ensure diplomatic parity and leadership »

The report went on to say that the United States should lead the formation and ratification of a global artificial intelligence treaty; expand voluntary national service programs because “an engaged and informed electorate is essential for a lasting republic”; commit to devoting at least 1% of the country’s gross domestic product to government-funded research and development in order to increase investment in basic scientific and technological research; and increase funding for Pentagon innovation projects such as the Defense Innovation Unit, AFWERX and Army Futures Command

He also called on Congress to pass an updated authorization for the use of military force (AUMF) The United States relies heavily on the 2001 AUMF passed after the 9/11 attacks to obtain a legal authority for military operations around the world

« Emerging currents of threats are forcing the United States to make strategic choices and prioritize military actions, » report says « AUMF Review Ensures that the United States can operate in a dynamic threat environment while signaling allies and adversaries that America is determined to legally continue its military efforts »
